Bob Hoover A Case ReviewAaron Anderson Embry-Riddle Aeronautical UniversityIntroduction FAATitle 49 of the United States Code gives the legal basis for the regulation of aviation. The Federal Aviation Administration is an arm of the Executive Branch of the U.S government. It started with the 1926 Air Commerce Act, which formed a federal bureau. In 1958, because of increasing traffic and performance of airplanes, the Federal Aviation Agency was created to make all safety rules. These rules are called the Federal Air Regulations (FARs) and their basic intent is to promote safety. Currently, the FAA has a three-fold strategic mission: safety, security, and system efficiency (FAA, 2000).Title 14 of the Code of Federal Regulations contains the medical standards to which pilots must adhere. Before pilots can fly, they must have in their possession a medical certificate, which is issued by an Aeromedical Examiner (AME), an agent of the FAA. If they do not, pilots could lose their privilege to fly. Because the FAA is an administrative agency of the Federal Government, it has the power not only to make the rules of the skies, but it also has the power to enforce those rules and prosecute rule breakers. Therefore, the FAA has the power to issue medical certificates, but it also has the power to revoke medical certificates. The FAA can also issue an emergency revocation order if it feels that the person flying is a threat to aviation safety (AOPA, 1996). Bob HooverAt least, Bob Hoover is pilot. At most, he is a living legend. He is a former POW who has experienced the dank prison cells of Nazi Germany. He is a daredevil who was nearly thrown into Soviet prison after "showing off" in an international aerobatic competition. He has nerves of steel; cheating death countless times while test piloting.
