Doctors and insurance companies may purposefully charge higher rates for people on welfare, depending on the poor person’s ignorance and the government’s willingness to foot the bill for their success (Segalman 178). Though this fraud is regulated, it has occurred and will occur despite regulation. Some also believe that welfare encourages a form of fraud among some of the poor who receive the aid. They believe that the guidelines and formulas set up by the government encourage poor persons to lie about there health and income, and even to have extra children in order to receive more money from the government.
