Foreign Policy Development in the 20th Century

n. Truman, however, saw the situation as a Soviet test of the United States containment policy, an act of aggression, that the United States needed to had to meet with force. Truman said, “Korea is the Greece of the far east,” he also said, “If we are tough enough now, if we stand up to them like we did three years ago, they won’t take any next step.” Three days after the communist invasion Truman sent troops to aid South Korea under General Douglas MacArthur. The South was losing when the United States sent troop into the war. MacArthur won back the South and pushed Truman to let him invade the North. He promised that the fighting would last less than a few weeks. Truman knowing that any invasion would led to China into entering went ahead and agreed to enter the war. He wanted to show the communists he could defeat them. Between 1950 and 1953 the military spending rose from 13 billion to 50 billion. By 1952 the army had increased to 3.6 million which was 6 times the size before the war. The war did not stop communists and killed over 2 million Chinese and Koreas and 142,000 Americans. The war left 1 million Koreas homeless. The war was a huge waste of time, money, and casualties. North and South Korea were occupying the same territories as they were before the war. The United States extended Korea far beyond Europe and made China a new enemy. The National Security Council adopted papers in 1950, which gave a new take on containment. The NSC-68 pledged the Untied states not only to drive back communist influence but also to foster the seeds of destruction within the Soviet Union. Dwight Eisenhower was elected in 1953. He created a “new look” in foreign affair, which promised to reduce the military budget by exhibiting America’s atomic and air superiority.
