In May of 1794, Toussaint's abandoned the ties with Spain and by siding with France became Spain's enemy.Meanwhile, in the south there was really no black slave leader and the mulattos who had taken over all the power previously held by the white colonies sold out to the British. Port-au-Prince and the surrounding areas fell to the control of the British. When the civil commissioners of France left Saint Domingue in retreat from the British attack, they left the mulatto by the name of Rigaud in "full administrative and military command of the South"(Fick 186). The action made the mulatto affranchis take the place of the white colonists in the positions of power. "Before leaving the colony, Polverel had, in effect, named Rigaud interim governor-general of the South"(Fick 188). Rigaud began to rule the South in a corrupt manner. He made it a crime for a black slave man to leave a plantation. In addition he placed mulattoes in all positions of power. He began to slave the black just like before the revolt. Mulattoes, black slaves in the thousands, and others began to kill white people and people from the city, burning and stealing. The emissaries authorized Rigaud to end the destruction using whatever needs. They made him the person in charge of the military in the South. Needless to say, the condition of the blacks worsened and set the stage for a confrontation against Toussaint. Although the civil war placed the blacks and the mulattoes on opposing sides of the war, along with their economical interests. The fear of losing equality and liberty may have been the most powerful force that led Toussaint to fight Rigaud. Toussaint worked out an agreement giving to Britain and the United States, permission of commercial privileges in the ports of Saint Domingue, and this gave great power to Toussaint.
