Therefore the majority of the congressmen voted in favor of the U.S. entering the war on the side of the Allies. Roosevelt and his cabinet carefully covered their tracks very carefully so as not to leave any signs that there was foulplay. Roosevelt knew beforehand that Japan was going to attack, but he didn't take any drastic peace-keeping actions to prevent the attack, because he wanted a justifiable reason to enter the second World War....
