Here are two more: On March 26,1987, in Jeffersontown, Kentucky, Jeffrey Miles was killedby police officer John Rucker, who was looking for asuspected drug dealer. In Detroit, $4,834 was seized from a grocery storeafter dogs detected traces of cocaine on three one-dollarbills in a cash register. The money confiscated by Sheriff Vogel goesdirectly into Vogel's budget; it is not regulated by thelegislature. Federal and local governments seize and auctionboats, buildings, and other property. Under RICO, thegovernment is seizing property without due process. Thevictims are required to prove not only that they are not guiltyof a crime, but that they are entitled to their property.Otherwise, the government auctions off the property andkeeps the proceeds.
