Tech Writing Proposal SOUTHWEST TEXAS STATE UNIVERSITY PARKING CONTROL TO: Steve Prentice, Parking Control Director FROM: Karen Jones, Student Assistant Over the past few years, the parking control office has been expanded and made more efficient by the addition of computers and the implementation of new filing procedures. Unfortunately, the department is still not providing the services it is capable of. This is due to the fact that the parking control office is under staffed in respect to counter attendants. This lack of sufficient people to work the front counter causes the process of appealing and paying parking tickets to become extremely bogged down. This proposal provides a cost effective solution to the problem that will not only help parking control, but will also benefit anyone doing business with the office. The parking control office is currently operating with thirteen full time employees and approximately ten part-time student assistants. Of these twenty-three people, only two are able to work the counter where tickets are paid and appeals are made. With the increasing number of students and visitors on campus, more traffic is coming through the parking control office. There is often a long wait in line, which eventually leads to hostile attitudes from the customers. These problems only slow the process down even futher. This increasingly slow process is beginning to cause time related problems on part of the students, visitors and the staff of the parking control office. Over the past few years, the number of students attending Southwest Texas State University has increased greatly. When the number of students increase, so does the number of campus visitors, whether they be parents, grandparents or friends. This increase in attendance has caused an increase in the amount of business done in the parking control on a daily basis. With more students on campus and more tickets are being issued, it is becoming more difficult for the two current desk workers to keep up with the enlarging quantity of people in the parking control office. With only two people able to work the counter, the parking control office is being forced to stay open late every day of the week. These extra few hours seldom provide enough time to finish all the transactions for the day. On many days, lines of people are turned away because the doors must be closed at 6:00p.m. For many students and visitors, this can be a large inconvenience. Many of them are unable to get back to transact business S. Prentice -2- June 25, 1997 the next day due to prior engagements or class schedules, while visitors may be leaving town and not returning for several months. Staying late also proves to be costly for the parking control department. Over-time must be paid not only to the two counter workers, but to also to the other three members of the office staff who are required to stay as long as the office is open. This problem needs to be corrected in order to keep the cost of operating the parking control office down and to make paying and appealing tickets more convenient for the student body and visitors. Correcting this problem will also alleviate the over crowding problems associated with new semesters and graduation, as well as the over crowding problems that might occur within the next few years. To eliminate the inconvenience of slow service and dissatisfied customers in the parking control office, I propose two part time students be hired and trained to work as counter workers to alleviate the amount of traffic that comes through the parking control office on a daily basis. This proposal will require three phases to be implemented. The first stage will be to get approval for the hiring of two students to work the counter. The second stage will be to interview the prospective students and choose the two that are most qualified for the job and are able to work the hours specified. These hours will be split into two shifts. The first will be 8a.m. to 12:30p.m., while the second will be 12:30p.m. to 5p.m. The third stage will be to train the new assistant counter workers and brief them on all possible situations they might encounter. Personnel I have already discussed the possibility of hiring another counter worker to help alleviate some of the problems of our office with Chief Megerson. Megerson agreed something should be done about the current problems facing the office. However, in order to make any more progress, you must meet with him to discuss this proposal. When permission is given, John Parker can conduct the interviews as he has done in the past. If this proposal is implemented, the current counter worker, Bridgett and Estella, have agreed to provide training for their new assistants. S. Prentice -3- June 25, 1997 I suggest this formal proposal be presented to Chief Megerson as soon as possible. Initial approval should be received by early July with final approval following by the middle of July 1997, during Summer II. If final approval is received by this time, the intreviews can take place. It will take approximately one week to find qualified applicants and another two weeks to train the two new assistants. By the middle of August, the assistants will be ready to start along with the new semester and the rush of students. The estimated cost of this project will be approximately $3206.25 per long semester. This figure consists of paying the new employees minimum wage ($4.75) five days a week, for 15 weeks (or one long semesters). Table 1 provides a comparison of the cost of hiring the new assistants to the hiring of only one full time counter worker. As you can see, hiring two part-time workers proves to be less expensive. Although the chart shows almost $3,000.00 per year is saved, in reality, it’s more than that. Due to the amount of benefits, sick pay and other miscellaneous expenses, the cost of another full-time employee would be even greater. S. Prentice -4- June 25, 1997 There are numerous benefits that will result from hiring two new assistants into the parking control office. By doing so, parking control will be able to process more transactions in one day. This will help to cut down on unnecessary over time. It will also cut costs in comparison to hiring another full time counter worker. With the hiring of two part-time workers, no benefits will have to be paid. Most important, the students and visitors having to deal with parking control will receive timely service and should leave with a positive attitude about the department . As the graph below shows, the parking control office has been lacking respectability in the student approval category. More timely service should help the percentage of students disliking it to decrease. To accommodate the increasing number of students and visitors, parking control needs to make some changes. By adding another counter worker, parking control will be able to provide a more prompt service to those individuals who take the time to come to the office and pay or appeal their tickets. Also, the hiring of two part-time individuals, as S. Prentice -5- June 25, 1997 opposed to one full-time individual, will save the department money due to the fact that no benefits will have to be paid and unnecessary over-time will be done away with. As an employee of this department, I feel the addition of an extra counter worker will help the parking control office process more transactions a day and it will also make the process of paying and appealing tickets more convenient for everyone involved.
