SINDIPECAS provides only aggregate imports and exports of autoparts and does not break down imports and exports by OEMs and the aftermarket. In 1993, 86% of the autoparts manufacturers were Brazilian-owned companies, a level which dropped to 75.1% in 1996. As of 1997, 30.7% of the autoparts producers in Brazil were German-owned companies and 29.6% were U.S u owned. The autoparts industry in Brazil is expected to further shrink, as a large number of international producers enter Brazil through joint-ventures and acquisitions or by establishing local manufacturing facilities to supply the automobile plants. The automobile manufacturers in Brazil are achieving the same performance levels as other branches abroad, investing in new plants with modern production technologies and reducing the number of suppliers. OEMs require autoparts manufacturers to have a heavier involvement in the automobile project and final assembly and; therefore must have the financial resources and technological capabilities for the necessary investments. A declining number of autoparts companies produce exclusively for the aftermarket segment. Most of these companies produce lower price products for older vehicles. Industry experts expect that a number of these companies will disappear as the Brazilian fleet becomes younger and consumers demand either original autoparts or higher quality products. According to the Brazilian Association of Autoparts Producers (SINDIPECAS), major international suppliers of autoparts to Brazil for OEMs and aftermarket are: Germany which holds 21.3% of the import market, followed by Argentina with 16.5%, Italy with 14.4% and the United States with 12.5%. Import duty on a sample selection of main autoparts was about 20% in 1998. Various other fees (Manufactured Products Tax (16%), Value added tax, etc) make it much higher in effect. Brazil’s autoparts total sales market in 1998 was US$ 14.5 billion, a drop of 17% compared to the previous year. Imports decreased from US$ 4.4 billion in 1997 to US$ 4.1 billion in 1998 because of reduced production of automobiles from 2,069,703 units in 1997 to 1,573,128 units in 1998. The performance of Brazilian automotive industry in 1999 will depend greatly on negotiations between the Brazilian Government and the OEMs to reduce taxes and a fleet renewal program which could stimulate a recovery of sales. Imports of autoparts were US$ 4.2 billion in 1998, a 5% drop compared to 1997. According to the Brazilian Association of Autoparts Manufacturers, imports of autoparts should drop to US$ 3.5 billion in 1999 because of the devaluation of the Brazilian currency in January 1999 which resulted in higher prices for imported products. In order to reduce costs, the automobile manufacturers in Brazil confirmed their intention to replace imported autoparts with locally manufactured products. Major international exporters of autoparts to Brazil are Germany with 18.0% of the import market, Argentina with 16.2%, Italy 15.5% and the United States with 14.1%. Mexico?
