Before starting this report, I felt differently about the Drugs and the War on Drugs than I feel now. I found that the War against Drugs has not been very successful in the U.S.Marijuana was first recognized as an intoxicant in the 1920s and 1930s. Congress then approved the "Marihuana Tax Act of 1937" based almost entirely on these allegations.Tobacco causes more deaths a year than the deaths of suicide, homicide, any other drugs, fires, and natural disasters combined, and it is a legal, highly addictive substance.
