that it is merely a distraction that can be limited more easily than the numerous other distractions for drivers.While some believe they may lose in productivity, I believe they will gain. It is simply easy to see how a person is better able to manage the tasks that they are attempting to do when they have an extra hand free. It is more convenient and safe for the driver to use the hands-free devices. With the threat of fines, people will internalize the costs that they are imposing on society each time they do not comply. Simply put, this legislation is about saving lives. Just a few seconds of distraction while talking on a cell phone can mean the difference between safety and peril, between life and death. We must act to make our roads safer, and this legislation goes a long way toward achieving this goal....
