Federalist vs AntiFederalist

the states will not be lost in Congress, because theloyalty of the legislator will be first to the people of hisdistrict and then secondly to the benefit of the wholecountry. Madison says that the "members of the FederalLegislature will be likely to attach themselves too much tolocal objects"(Madison 239). Madison tried to alleviate theconcerns of the Anti-Federalist concerning what type ofrecourse the states would have against Federal legislationby saying that the states would have powerful means ofopposition to any unfavorable or unwarranted legislation. The powerful means of opposition Madison talks about is thedispleasure of the people, whom Madison believes to be thefountain from which the Federal government draws its power.The second major concern of the Anti-Federalists was thepower of Congress. It worried the Anti-Federalists a greatdeal that the Constitution would grant Congress the power totax in "necessary and proper" circumstances (Main 122). Notonly could Congress pass new taxes without the consent ofthe people or state governments, the Anti-Federalist alsofelt that the Congress would have control over the judiciarybranch. If Congress had influence over the judicial system,what recourse would the state have against unfairlegislation? The executive's ability to veto alsodispleased the Anti-Federalist, for they feared that suchpower was too reminiscent of a monarchy. TheAnti-Federalists debated with the Federalists about theduration of the terms that Congressmen would have. Theybelieved that the elections should be held annually, as tokeep the legislators in touch with their constituents. TheConstitution, instead, called for House representatives tobe elected every two years and for Senators to have a termof six years.The Federalist answer to these concerns was a system ofchecks and balances.
