William Bopp and Donald Schultz, both former California police officers, expand on the problems with the quota system in their collaboration, Principles of American Law Enforcement and Criminal Justice: Police departments are now embarking on extraordinary programs aimed at recruiting minority-group citizens into law enforcement. Although some would set strict quotas of black-white ratios on police agencies, quotas have proved in varying ways, unworkable.
