He would not al- low himself to be transformed into a symbolic leader in a national struggle, but would encourage many other people to assume the role of leadership, contributing to the theoretical total involvement of the black society. For this publication and thought, Biko was banned, by the Security Police, and forced to live in King Williamstown until his murder.Biko became more and more representative of Black frustration in South Africa, speaking at various venues, promoting his theory of Black Consciousness. His target group was selective as seen by the excerpt taken from his essay, “Black Souls in White Skins?”"We are not concerned with that curious bunch of non-conformists...that bunch of do- gooders that goes under all sorts of names - liberals, leftists, etc. These are all the people who argue that they are not responsible for white racism...These are all the people who claim that they too feel the oppression just as acutely as the blacks and therefore should be jointly involved in the black man's struggle.... In short, these are the people who say that they have black souls wrapped up in white skins".After his Banning, Biko made no public appearances until May 3, 1976 when he gave testimony on behalf of nine people accused of terrorist acts against the government for preaching black consciousness. A terrorist crime, according to legislation, gave the government the right to hold any person merely under suspicion for an indefinite amount of time. The Terrorism Act served as a pillar of apartheid, giving the government unlimited control over the history of South Africa. This explains the warped worldview of the country Biko risked his life to save.Biko’s testimony gave the black consciousness movement the publicity that the government fought so hard to deny them.
