A dynamic tactical approach is utilized during narcotic warrantservice or when the destruction of evidence is to be prevented. When the destruction ofevidence is not an issue, it becomes a surround and call out. If and when the suspectrefuses to respond or surrender, a non-dynamic tactical approach is taken. Dynamic highrisk warrants are characterized by speed, diversion, and surprise.
