The news complicated industrial production which extended to railroads tie ups and shortages of supplies, such as coal and food. Everything was a mess and it sent people into a panic. The Fuel Administration placed maximum prices on fuel. Unfortunately the winter in 1917 was the coldest in fifty years, which hampered transporting fuel to the factories. America was ordered to have "heatless Mondays" for several weeks. The American people were angry and accused President Wilson of letting industrial mobilization slip from his hands.
