North's testimony demonstrates that he also lied to members of the Executive branch, including the Attorney General, and officials of the State Department, CIA and NSC. Congress initiated an investigation by independent counsel. President Reagan and his cabinet were chastised for their lack of control over the National Security Council. In the end, it was decided that President Reagan was in the long run responsible for his Administration’s actions.
