Tolerating child abuse denies the worth of children as human beings and makes a mockery of the American People. As a moral Citizen we have the right to turn in a child abuser. In the United States, teachers are told to report child abuse to the Department of Community Services because the department has the responsibility and legal mandate to insure a child's safety, care, and welfare (Bender et al. 1). Why must this responsibility be separate among people who live in the same city and care for these children? The Department of Community Services (DCS) should not have to be concerned with the moral responsibility of protecting a child or doing everything correctly as to not violate a law. They should only have to be watching out for these children and find ways to stop child abuse. This needs to change by building a real community where everyone can feel active, involved, and as though they are making a difference. The presence of child abuse goes back as far as history can remember. It was present in such societies as Ancient Egypt and Rome. We remember these societies as being great and prosperous. On the down side child abuse was very common, and mostly by the elite who had the power and the gold. We also have cases of child abuse in the Church. And when the case of the child is over the priest is just sent away to another city to preach, with the chance of the abuse happening again. People need to speak out to stop this “higher Power” from getting away with such a hurtful crime (Pride 1). "The Social service programs are a joke, have nowhere near the level of funding necessary to seriously address the economic, educational and psychological deficits created by capitalist exploitation of working people that results in child abuse” (Bender et al. 1). Without the funding to stop the abuse or to take the child out of the home, they have no choice but to send the child home until the unfortunate happens, the child is killed. America, who used to be about family values, is now about being the biggest and best economic power in the world. Causing the everyday working person is struggle. . Today two parents must work to make the living that one parent could provide thirty years ago. "As capitalists increasingly organize their enterprises on an international scale, workers standards of living in the developed nations increasingly come closer to the standards of living of workers in the developing nations of Africa, Asia, and Latin America (Bender et al.1).” People are trying to readjust to not being able to stay home with the children and having to constantly work to get their hands on what little money is available to put their children in daycare where a multitude of abuse is. Many parents cannot deal with this and their children pay the price. Giving all people better economic resources will not eliminate the presence of child abuse, but lifting the incredible stress of having to provide for with very little, may open a window. "That goal can be accomplished by workers taking control of their workplaces Creating more humane economic and political system that is concerned with the welfare of all people, in place of the current system that is in reality designed for just one thing: the profits of the capitalists (Bender et al. 1).” Going back to the stresses on parents, who are the greatest perpetrators of child abuse, we must observe why parents have so much stress. Economics is one reason. But what about our societies values, Particularly our nations value of individualism. We, as a nation, highly value the ability to get things accomplished on our own. And we highly value our privacy. We as a society are also taught to be extremely weary of people we don't know. We terrify parents and children about strangers, so much that we freak out if a grandfather smiles at another persons child at a park; or a stranger offers to tie a child's shoelace. "Cutting off children from potential friendships of strangers has the effect of further burdening the already burdened parent whom will become more abusive as they become more isolated in their 24 hour child care responsibility (Bender et al. 2) Isolation is the worst state for humans as we are social creatures. There are societies where there is no child abuse. These are societies where raising children is a community responsibility (Kalichman 345) Child abuse and the response to child abuse to African American children and other minorities is a very different story. Does a black child who is being abuse get the same attention as a white child? Black children are constantly giving the message that they do not and will not ever be valued or make a difference in society. They are less likely to report child abuse because if they do not matter then why should it matter that they are being abused (Jackson 1). If African Americans could be bought, sold and Murderderd then why not abused? This is what is even sadder for African American children, no self worth and fear on top of that. And look whom they have to report to if they do ask for help, white people who are inadequately qualified to deal with different cultures and ethnic backgrounds. In addition to more funding for our social service programs we need proper training of our social workers to be ethnically educated (Roystone 1) On the down side to reporting child abuse, If a parent is so much as accused of child abuse, his or her constitutional rights are thrown out the window. "The child protective system is on that does not have the appropriate checks and balances required in the American Judicial system (Bender et al 2) many professionals are afraid to report because they know how the system works. At the slightest suspicion, children are taken from their homes, families torn apart, jobs lost, innocent lives can be destroyed. Some may say it’s worth it to save a battered child. This is the question we have to ask ourselves, is it alright ethically to turn a person in, knowing that you could be wrong. Society is being destroyed by the presence of child abuse. Children are the creators of the future. And we have no future if our children are treated worthlessly. Community is a big key here. And community needs to come together and fight against a nation who is concerned with getting one up on Japan.
