It campaigned against people who were considered enemies of France. Maximilien Robespierre led the Committee of Public Safety. He wanted to create a "Republic of Virtue". Many people were brought to the guillotine and killed. Most of the victims were commoners. This time of terror had scared the people, and their revolts towards the government ended.
