They liked being involved in Europe’s decision process with international affairs. However, once the militarists came to power in 1930, the attitude in Japan toward the League changed dramatically. This led to the League of Nations first real test in the ability to keep international peace. On September 19, 1931, the League of Nations received word that a clash between Japanese and Chinese troops had taken place in Manchuria. The League council heard conflicting reports from both the Japanese and the Chinese, which lead them to tell both sides to resolve this incident on their own. Giving the League credit it was not until many years later that it was realized “that the so-called Manchurian incident had been engineered by the local Japanese army.” By November, the crisis in Manchuria had only worsened and the League did not want to start a war with Japan by implementing economic sanctions. Therefore, the League sent Lord Lytton to draw up an inquiry to the events that took place in Manchuria. The Lytton commission arrived in April 1932. This is almost eight months after the initial incident took place. In September 1932, the Lytton commission brought forth their 100,000-word report to the assembly. After months of reviewing the report the assembly voted to adopt it. In response to this the Japanese delegate walked out of the assembly and announced their withdrawal from the League one month later in March of 1933.While the League did condemn one nations act of aggression towards another nation, the League nevertheless waited far to long to take any action and most importantly failed to restrain the aggressor.A nation that was never satisfied by the League of Nations was Germany.
