But there were still rebels, and garrisons were stationed around Greece to guard against them. So in 338 BC Phillip called representatives of the Greek states to Corinth where he announced the League of Corinth. The league promised autonomy, freedom from tribute and garrisons, and cooperation in suppressing piracy and civil war. It was an oath of truth. 12)Gracchi Reforms- During the second Punic War from 218 to 201 BC when King Carthage declared war back on Rome, Rome had a huge empire but a small army of only around 15,000 men.
