y civic powers (seeTable 6.1). In the case of Rossland, the intensity of national sentiment waspartly muted by Canada's position as a subordinate member of the BritishEmpire. Before the war, Canadian nationalism emphasized a dual allegiance tothe British Empire and to Canada. The defense of the Empire was still a verystrong source of personal identity, at least among English-speakingCanadians, but it can hardly be considered the equivalent of American"manifest destiny." Nor was there much sense that Canada had a specialdestiny in world-historical terms. The most that might have been expressedwas the hope that Canada might emerge as the "crown jewel" in the BritishEmpire.[4] The war, however, did appear in Rossland to increase symbolic and emotionalconnections to Canadian nationalism and the Canadian state. A variety ofpatriotic fund-raising campaigns, public farewells, symbolic events, andsocial activities met with positive response and civic support in Rossland. Moreover, a layer of civic organization was superimposed on civil societywhich perhaps did not reach deep into the roots of civic life to the extentthey had in Park City, yet nonetheless mobilized society in a sustained andsignificant way along patriotic lines.TABLE 6.1.
