IN 1992 alone, the Army Corps of Engineers ‘lost’ $1.3 billion worth of equipment.”Scott Hodge, of the Heritage Foundation, authored the “Top 10 Obselete Government Programs” in 1997. He lists and explains 10 government programs that basically need to be scrapped because they waste billions and billions of taxpayer dollars.Hodge’s number 10 Obsolete Program is the National Resource Conservation Service (NRCS) which was set up in 1935 to help farmers with soil erosion. Today the NRCS is a 12,000 person agency with 2,500 field offices and costs about $800 million tax dollars. The U.S. General Accounting Office has found that there is no difference in soil erosion between areas that participate in the NRCS’s program and those that do not. (Hodge 1)The number 3 spot on Hodge’s list is the Arms Control and Disarmament Agency (ACDA). It was established in 1962 to decrease the number of nuclear weapons between the United States and the Soviet Union. In 1962, The United States had a few hundred warheads but as of 1990 there are 10,000? The only disarming the ACDA ever succeeded in doing was the Anti-Ballistic Missile Treaty which really only prevents the U.S. from using missiles to shoot down enemy missiles. If the ACDA were shut down, the government would save some $42 million dollars over 5 years.Hodge’s number 2 Obsolete Program is the Corporation for Public Broadcasting (CPB) which was created in 1967 when people were limited to only a few radio and television stations. It is not logical to think that there is really a problem with the number of TV and radio stations in this country in this day and age. Hodge states that the 5-year savings on the CPB are $1.3 billion.CAGW publishes an annual book known as the Congressional Pig Book. In this book they cite on what congress has wasted money. ...
