Sadly, this program has a very low participation rate of only 50,000 recruits instead of the projected 100,000. American taxpayers already pay $8 billion for 14 other literacy programs, so, why do we need another one?CAGW states that $2 billion dollars could be saved if the Davis-Beacon Act (passed in 1935) were repealed. The Davis-Beacon Act was put into place to prevent roving bands of gypsy migrant workers from undercutting local wages. Today, the only thing this act does is increase federal work construction costs and discriminates against small businesses, women, and minorities. If someone living in public housing wants the simplest work done on their home, they have to pay union labor prices.The U.S. Department of Agriculture (USDA) pays $50 million dollars annually for phone services for it’s 105,000 employees. A large amount of the USDA’s phone budget is wasted on employee abuse. The General Accounting Office (GAO) also uncovered that the USDA was still paying for phone services for closed offices. This phone abuse is so bad that during a four-month investigation by the GAO, it was discovered that half of all collect calls (600 phone calls in all, costing $2,600) were made from inmates in prisons and were illegally rerouted by USDA employees to other USDA long-distance lines.Even with this fairly long listing of mismanaged government spending, the surface of this deeply rooted and ever continuing problem has barely been scratched.
