He was a Bolshevik who believed that for Russia to be successful they need to have a perfect Communist state. In Stalin eyes he believed that the only way for Russia to advance and be successful was they would have to set up a totalitarian government, which is when the lives of the people and the industry are all controlled by the government. These things were said by Stalin to try and motivate to people and try to boost industrial growth. in order for these to be successful he set up 2 5 year planes the first one starting in 1928. Stalin set up a totalitarian government and also a planned economy. Document 3 shows the results of the First Five Year Plan and the Second Five Year Plan. Steel production did not seem to increase greatly, but coal production jumped. By the late 1930's, Russia became a world power and an industrial leader. In order to put his policies into effect, Stalin ruled Russia as a dictator. Government controlled everything, and all decisions whether they be political or religious were made by the government. Citizens had very little if any power. Document 4 reveals that Stalin eliminated all private farms and put into place a policy known as "collectivization." policy. All of the small farms were rid of and large farms were set up where they would share the responsibilities and the products the produce .
