Thisis where true control is and where a deadly infection should begin. Surely this would bedifficult, but all bureaucracies have hierarchies and hierarchies are to be climbed,infiltrated. The TBS would be the ideal place for an infectious agent to prosper.The Treasury Board is responsible for the development of personnel policies, theclassification of positions, the application of the official languages act, the coordinationof human resources planning and process and for conducting negotiations andconsultations with unions1 While slowly spreading through out the department, influencing people and onlypassing forward decisions that meet its mandate the virus would quickly spread itselfabout the system. As governments rose and fell with elections the negative element wouldquietly spread its views, opinions and minions through out all the governmentdepartments Bureaucratic mandates to encourage the bad element course through thebureaucracies veins. As it flows it gains support, bureaucracy is built on favors; and thosewho support other find support comes back to them. As the original negative influence,lets it Hal, rises through the ranks, those who are like-minded and have been assisted byHal along the way will follow behind him.
